This is an interesting question that was never answered. I assume the question is whether the R.M. had units whose purpose was to establish new/reopen existing naval bases during the war.

Any thoughts?

I have some note on Base Passagere

1a went to Navarino - said to be op at war start or near
2a went to Suda - idem
3a went Medua(Albania) - formed in Taranto after war start apparently
4a did not had employment as a complete unit, some parts went to Durazzo, formed after war start.
5a and 6a formed in Napoli after first convoys to Africa and employed there to support convoys .

So surprisingly or not - i am not well aware of deployment conditions - none went Africa.
