Access to the USSME publications on Issuu, yes. The USSME has been slowly limiting digital access to their publications over the years. Their plan was to offer digital access through their own site. They now have a link on their website called Biblioteca online, but it only offers a few of the Bollettino dell'Ufficio Storico (2017-2022).

Did some checking, the Navy and Air Force books are also unavailable on Issuu.

The translations are still available on the Internet Archive, but limited to the basic histories and not all the other volumes of interest. it also means that unless one has the Italian originals, you can't check the translations for accuracy.
