Someone know the evolution of the TO&E of the Infantry regiment from 1914 to 1918?

I don't have much on the R.E. organization in the 1GM. This is a start to get the discussion going.
The organization in 1913. From the Handbook of the Italian Army 1913.

From what I have found on the web.....
Battaglione fanteria 1918
- Battaglione comando with 4 lanciabombe Stokes
- Three compagnia fucilieri (rifle companies), each of which was assigned a section of machine guns (2 pistole mitragliatrici).
- One compagnia mitragliatrici pesanti (8 mtr.)
- One detachment zappatori
Battaglione fanteria 1918
- Battaglione comando with 4 lanciabombe Stokes
- Three compagnia fucilieri (rifle companies), each of which was assigned a section of machine guns (2 pistole mitragliatrici).
- One compagnia mitragliatrici pesanti (8 mtr.)
- One detachment zappatori

P.S.: notionally, under the 1916's manual "Addestramento della Fanteria al Combattimento", a Platoon is made up of four, 13-men(12 men plus a squad leader), rifle squads plus a Platoon Leader and two Guides. But I couldn't figure out how they fit into the Companies: maybe because the TO&Es are of 1917 while the manual is of 1916. Let me know if someone has a later version of the manual so I can update the post...

Only 1 NCO per platoon? Was it norm at this time to have squads commanded by superior privates?

No, the Platoon Commander was an officer (First or Second Lieutenant equivalent or, due to the attrition rates, an Aspirant(basically an officer cadet that hasn't completed officer school)) or a senior NCO called Maresciallo Aiutante di Campo with the same role of a WW2 British Warrant Officer 3 (both are position introduced to cope with officer attrition rates) but with a comparatively higher rank.
