To answer my own question,I bought Greg Annussek's book Hitler's Raid To Save Mussolini. Soleti was a Carabinieri General, brought along to the raid to create confusion in the minds of the 200 or so carabinieri guarding Mussolini.

Apparently he had success. Not one shot was fired during the rescue IIRC.
