How to obtain Italian personnel records

Members seeking the military records or other information of family member who served in the Italian Army can request records/documents from the following offices.

To obtain Officers’ military records, the request must be addressed to:

MINISTERO DELLA DIFESA
Direzione Generale del Personale Militare

To obtain NCOs and soldiers’ military records, the request must be addressed to: the Document Centers (former military districts) associated with the province in which the military member was born. Military Centers (http://www.esercito.difesa.it/organizzazione/capo-di-sme/cmcapitale/I-Centri-Documentali and territorially associated State Archives (www.archivi.beniculturali.it/UCBAWEB/indice.html. Currently all of these records are now held in the state archives.

Information about Fallens’ burial sites, prison camps/POWs, people dead and missing in action, (roll of honour), the request must be addressed

Ok,so only a family member can request military records of soldiers,which might not be granted.
Are higher ranking officers an exception to this?

AFAIK, no. The rule is only family members, but I don't know how well the requests are vetted.
