It might be better to say " Home Affairs " instead of internal affairs.
In short, Buffarini was Himmler's counterpart in Italy, so the photo is particularly fitting.

When was this photo taken? Judging by Himmler's uniform, it's a pre-war one, I guess.
Why Guidi's arm is around Himmler's arm? Any problems to stand-up alone?

Yes, the hand on the arm, the position of Himmler's hands, the angle of the sword, the sartorial finery. One can take that photo so many places...
