I don't know where you live, but there might be a library that has a collection of the newspaper. Here is a search from WorldCat on library holdings.

FWIW, Internet Archive doesn't have the "Popolo d'Italia", but it does have available for downloading, a number of copies of the "La Rivista Illustrata del Popolo d'Italia"

La Rivista Illustrata del Popolo d'Italia

Which is described as

“La Rivista illustrata del Popolo d’Italia” (literally, “the illustrated magazine for the Italian people”), a periodical supplement to daily newspaper “Il Popolo d’Italia”, founded by Benito Mussolini in 1914. This monthly supplement ran from 1923 to 1943.
