How far along had this gotten by December 9, 1940 or earlier?

According to T. Vendramme and A. Bondesan (Ruote nel deserto. Teatri operativi, mobilita e logistica del RE in AS) the road between Sollum and Sidi Barrani was ready and was called Via della Vittoria. Out of 80 km of the road 40 km was already covered with asphalt.

No date was given. I believe the road was not considered finished as only half distance was covered with asphalt.
