I don't know. It could be simplicity in its complexity. I am wondering how hot the frame becomes as the exhaust is vented through it. A 2 hp, the exhaust gas might not be that hot.

It would be interesting to compare this to the US paratrooper scooter. Unlike the Italian, I don't believe the US scooter was dropped using a container.

It seems something more akin US army with their vast resources than Italian army.

Interesting. Just my guess, but it looks like you can store some stuff under the seat.
